The retirement fund doesn't "pay for itself". Public sector employees (including teachers) pay for part of their pensions, and taxpayers pay for the rest. Most states, including Mass, have large unfunded pension liabilities because the pensions are so generous. I think states and towns will be forced to default on them at some point in the future.
