MisterVball is correct. Google "Massachusetts pension" or "unfunded pension liability". An article in a local paper stated that the unfunded public pension liability in Mass. was $13 billion in 2008. Pew Research claims it's over $21 billion. That's unfunded, as in promised to public sector retirees but not available in any account to pay out. Who do you suppose picks up those unfunded liabilities?
